Exeter and London
Women had been bought up pretencious, and London to destroy pretencious people. So a war of city against country was raging along the shores, London was divided into estates, very dim, very misguided, very weak, and not atall intouch with the big world. The witches at Exeter, and the countryside in Devon refused to put pins or sticks, or much to block Londons progress. All of it was quick sand, and witches no better. The law gave Exeter no army, but like all towns it had plenty of enemys of London, the irish/catholics, the orthodox, the Indians, the nordics, the addicts, the nomads (rub thier enemys face in the dirt)(unpretentious), the surfers, madrigals, knights, Devon countryside. All remained separate, because united they would be a mob, but it had the usual captains etc. The nomads moved swiftly and usually attacked some old....n..... down the exe if united. So who could control them, Queens were suggested, owing no obedieance, which would interfere with thier way of ruling, they could motivate the various factions slightly, but against London they could all stand. London, wasn't Rio. London wasn't Exeter. And Exeter prefered Rio.
