London uses the worst possible interigation, because it never advances, because of the crude and horrible it goes backward. Sadists don't look upto a sadist, or piffled around all day long. But in London. Without knight, captain, twin or king, other intelligence weapons decrease in availability, and power. So the other citys need a place for the real M.O.D to work.
